By-Laws

Article I ~ DUES

Section 1.

The dues for each active member shall be $8.00 a year.

Section 2.

 

 

 

 

 

The dues for each Life membership shall be a one-time payment of $100.00. The payment may be made at one time or in two yearly installments of $50.00. The dues from this membership shall be placed in the general fund whereas the interest shall be placed in a special account, or, the dues from this membership shall be placed in a special account whereas the interest shall be placed in the general fund.

Section 3.

 

 

Those who are awarded an Honorary membership shall not have to pay yearly dues. They will have voting rights but may not receive the newsletter at their request.

Section 4.

 

 

 

 

 

Student members shall not have to pay yearly dues if they volunteer at a banding station rostered by OBBA at least twice in a year. They will not have voting rights, but shall receive the newsletter. Students must renew yearly through the rostered station operator. Students of a class or college course receiving credit for volunteering at a banding station are not eligible for free membership unless their volunteering exceeds class/course requirements.

Section 5.

 

 

 

All dues are due in January. Any member whose dues are not paid in full by the Spring meeting shall be notified in writing or via electronic means. If the dues are not paid by the Fall meeting, the member shall automatically be removed from the membership.

 

Article II - DUTIES of OFFICERS

 

Section 1.

 

 

 

The President shall preside at all meetings. The President shall be present at all meetings or have a representative there on his/her behalf. The President shall appoint all standing and special committees, and shall be an ex-officio member of all committees.

Section 2.

 

The Vice-president shall assume all duties of the President in her/his absence and serve as Program Chairperson.

Section 3.

 

 

The Secretary shall attend and keep minutes of all regular and executive meetings of the organization. The secretary shall also handle all correspondence.

Section 4.

 

 

 

 

The Treasurer shall handle all funds and monies of the organization. She/he will pay all bills approved by the Executive Board or membership. The Newsletter Editor will keep the up-to-date roster of membership and forward all checks to the Treasurer for deposit and will inform the members of their status.

Section 5.

 

The Board members-at-Large shall advise and assist the Executive Board and the President.

Section 6.

 

 

 

 

The Newsletter Editor shall be In charge of putting out a minimum of two newsletters per year to the membership. It is the goal of the organization to put out four newsletters per year, one during each of the seasons. The newsletter editor shall continually update the roster of the membership and inform the Treasurer of their status.

 

 

Article III - EXECUTIVE BOARD

 

Section 1.

 

The Executive Board shall consist of all elected Officers and the immediate Past-president, and the Newsletter Editor.

 

Section 2.

 

The Executive Board shall direct the organization towards Its Objective.

 

Article IV - COMMITTEES

Section 1.

 

 

 

The Standing Committees as follows are appointed by the President annually and can be changed or rearranged by the Executive Board: Bluebird, House Finch, Historical, Newsletter *, Nominating *, Program, Research, Bandout.

* = Permanent committees

Section 2.

 

Special Committees shall be appointed by the President as needed to accomplish objectives, programs, etc.

Section 3.

 

 

Each Committee chairperson shall be appointed by the President. They will keep a written record of the activities of the committee and see that it is passed onto the next chairperson.

 

Article V - Parliamentary Authority

Section 1.

 

Roberts Rules of Order Revised shall govern the procedure of this organization in all matters not covered by the Constitution and By-Laws.

 

Article VI - Changes/Amendments

Section 1.

 

By-laws may be amended by a majority of members present at a general meeting.
