CONSTITUTION

(3rd Draft 3/5/2005)

Article I

NAME

 

The name of this organization shall be the Ohio Bird Banding Association.

 

 

Article II

OBJECTIVE

 

The objectives of the organization shall be to improve and enhance bird banding techniques of researchers statewide, to assist those who choose to use bird banding in their research by helping to see that it is done according to the standards as set forth by the Bird Banding Laboratory and the North American Banding Council, and to educate and involve the public in the study, conservation or enjoyment of birds in the State of Ohio.

 

 

Article III

MEMBERSHIP

Section 1. The membership shall consist of four classes: active, life, student, and honorary.

 

Section 2. The active membership shall consist of a person or organization who has an interest in the study, conservation, or enjoyment of birds in the State of Ohio.

 

Section 3. The life membership shall consist of any person or organization who has an interest in the study, conservation, or enjoyment of birds in the State of Ohio. Life members shall have all rights and privileges of active members as long as they are alive.

 

Section 4. The honorary membership shall consist of any person or organization who has demonstrated outstanding interest, study, or work with the birds of Ohio and used bird banding techniques in this. The honorary membership shall be granted by the Executive Committee. Honorary members shall have all rights and privileges of active and life members.

 

 

Section 5. The student membership shall consist of any student of an educational institution at any degree level who has an interest in the study, conservation, or enjoyment of birds in the State of Ohio.

 

 

Article IV

OFFICERS

 

Section 1. The Officers of the organization shall be President, Vice-President, Secretary, Treasurer, Newsletter Editor and two At-large Executive Board members. These officers, and the immediate Past-president shalI make up the membership of the Executive Board and all have equal voting privileges.

 

Section 2. The officers (except the Newsletter Editor) shall be elected by a majority of those voting at the Spring Meeting and installed at that meeting. The officers will assume their duties as of the close of the Spring Meeting.

 

Section 3. Elected officers shall hold office for two years from the time that they assume their duties. They may serve no longer than two terms in succession at one office; exceptions may be voted upon by the membership.

 

Section 4. The Newsletter Editor shalI be appointed by the President and may serve in that position as long as he/she and the President wish.

 

Section 5. Vacancies among elected officers after installation shall be by appointment of the Executive Board. The appointees shall finish the term of the officers they are replacing.

 

Article V

NOMINATING COMMITTEE

Section 1. The nominating committee shall consist of the past president as chairperson and two(2) members appointed by the President at the Fall meeting of an election year. The committee shall present their report in the winter newsletter.

 

Section 2. The nominating committee shall nominate at least one candidate for each office. Any other nominations are to be made from the floor at the FalI meeting of an election year, or via "write-ins" on the ballot to be mailed to the membership in the Spring Newsletter. Electronic nominations shall also be accepted.

 

Section 3. Permission of prospective candidates must be obtained before being nominated by the nominating committee. Only members who are present may be nominated from the floor.

 

Section 4. A member can only be a candidate for office after they have one year of membership.

 

Section 5. A member may serve on a committee any time after payment of the current year's dues.

Article VI

MEETINGS

Section 1. There shall be two general membership meetings per year; one in the Spring (March through May) of the year and the other in the Fall (late August through November).

 

Section 2. The place of the meetings shall be designated by the Executive Board upon recommendations of the membership.

 

Section 3. The Spring meeting shall be a one-day workshop-meeting.

 

Section 4. The Fall meeting shall be a one-day or weekend workshop-meeting

 

Section 5. Guests are welcome at all meetings of the general membership.

Section 6. Members are welcomed at any or all committee meetings.

Article VII

AMENDMENTS TO THE CONSTITUTION

Section 1. All members shall be notified of proposed changes or amendments to this Constitution 30 days before a meeting of the membership.

Section 2. A change or amendment shall be approved by a majority of the members in attendance of the stated meeting.

Article VIII

DISSOLUTION

 

Section 1. Upon dissolution of this organization, all properties shall be donated to the Inland Bird Banding Association.
